在城市的破败角落，脑顶光秃秃的重案组老警察入职三十年，虽然破了许多大案要案，满身都是伤痕弹孔，但是他的家庭情况却一团糟。老婆和他离婚，儿子嫌他臭。与老警察相对，青年私家侦探波比（黄磊配音）如日中天，扶摇直上，FBI请他讲课，相关动画片热播，波比俨然成为福尔摩斯一般的存在。在某起密室杀人案后，老警察不得已请来波比调查。波比为什么会这么厉害，这一切似乎都与他的妈妈麦太（吴君如配音）有关。在崇拜他的小孩子们的追问下，波比的思绪回到孩童时代，麦兜（张正中配音）和妈妈共处的那个快乐无忧的童年，一切美好都早已注定……

乌江历来有“天险”之称，两岸峭壁陡岩，江中滩险流急，明礁暗礁星罗棋布，行船十分困难。1935年，红军来到乌江，国民党军队强迫老船工石长青放船过滩剿杀红军，石长青的徒弟赵志江、王保成合力将满船匪军撞在龙头石上，两人随即参加了红军。解放后，王保成任地区交通局长，带领工人沿江修纤道设牛绞关，但仍没能排除行船过滩的危险。1957年，王保成在带领群众整治航道时炸塌了危崖，堵塞了航道，老工人陶师傅也牺牲了，他为此次工程的失败做了检查。1961年，我国困难时期，暗藏的阶级敌人纠合一批不法小业主扣发治滩物资，九龙滩航运陷入一片混乱。新任交通局党委书记赵志江受上级党委派遣回到九龙滩，协助王保成治滩疏航。两人一起制定了规章制度，整顿了货场和放滩秩序，打击了投机倒把分子。赵志江提出了彻底根治航道，炸礁治滩的意见，对当年的治滩失败做了细致深入的调查研究，消除了王保成的思想顾虑，得到了群众和航道工人的支持。他们冒着生命危险下水探测。暗藏的反革命分子--航管站站长魏升见自己即将暴露，垂死挣扎，扣压了防洪通知，命同伙干黄鳝私自起爆，妄图造成工程的伤亡事故。两人密谋时被滩师古胡子听见，魏升指使干黄鳝杀死古胡子灭口。不料，我民兵早有戒备，干黄鳝当场被捉。魏升打死干黄鳝以掩盖罪行，并以洪水卷走苗族青年航道工春生一事嫁祸赵志江。此时，受伤未死的古胡子赶到现场，真相大白，魏升受到了应有的惩罚。春生也遇救赶回，和大家一起投入了炸滩的战斗。乌江天险从此变成了社会主义的水上通途。
