一年一度的高考既是一部分人的天堂也是很多人的梦靥，但在一个少年的眼里这只不过是人生当中一次必不可少的经历；这个不经世事却热爱漂泊的少年阿飞，在高考过后像很多人一样向往着外面的诱惑世界，于是他带着冒险家的热情与希望踏上了这段未知的风流道路··

乌江历来有“天险”之称，两岸峭壁陡岩，江中滩险流急，明礁暗礁星罗棋布，行船十分困难。1935年，红军来到乌江，国民党军队强迫老船工石长青放船过滩剿杀红军，石长青的徒弟赵志江、王保成合力将满船匪军撞在龙头石上，两人随即参加了红军。解放后，王保成任地区交通局长，带领工人沿江修纤道设牛绞关，但仍没能排除行船过滩的危险。1957年，王保成在带领群众整治航道时炸塌了危崖，堵塞了航道，老工人陶师傅也牺牲了，他为此次工程的失败做了检查。1961年，我国困难时期，暗藏的阶级敌人纠合一批不法小业主扣发治滩物资，九龙滩航运陷入一片混乱。新任交通局党委书记赵志江受上级党委派遣回到九龙滩，协助王保成治滩疏航。两人一起制定了规章制度，整顿了货场和放滩秩序，打击了投机倒把分子。赵志江提出了彻底根治航道，炸礁治滩的意见，对当年的治滩失败做了细致深入的调查研究，消除了王保成的思想顾虑，得到了群众和航道工人的支持。他们冒着生命危险下水探测。暗藏的反革命分子--航管站站长魏升见自己即将暴露，垂死挣扎，扣压了防洪通知，命同伙干黄鳝私自起爆，妄图造成工程的伤亡事故。两人密谋时被滩师古胡子听见，魏升指使干黄鳝杀死古胡子灭口。不料，我民兵早有戒备，干黄鳝当场被捉。魏升打死干黄鳝以掩盖罪行，并以洪水卷走苗族青年航道工春生一事嫁祸赵志江。此时，受伤未死的古胡子赶到现场，真相大白，魏升受到了应有的惩罚。春生也遇救赶回，和大家一起投入了炸滩的战斗。乌江天险从此变成了社会主义的水上通途。

来源不明的一颗导弹朝着美国发射，谁该负责？又该如何应对？一场分秒必争的角力就此展开。
